- "Restrictions to the gambling market are primarily infused by the risk that liberalization would increase gambling related crime and addiction problems. It is believed that, if it would be possible to offer gambling services without constraints, this would inevitably lead to an unacceptable rise of the number of gambling addicts, with rising costs for society as a result. Very recently, in the Placanica case, the European Court of Justice confirmed that an expansion of gambling services, under the strict control of national authorities, can be part of efforts to combat illegal gambling operators.
