Finds a fundamental divergence of interest and attitude between consumer and agricultural co-operatives and producer co-operatives. Concludes that is is inappropriate to assume that the co-operative movement is homogeneous, and that a producer co-operative sector can be grafted on to an already established consumer or agricultural movement.
