Summary
Using as a case study the intervention of the western governments in the recent Namibian conflict (Western Contact Group), the author provides an analytical framework for the interpretation of mediator decision-making. She focuses on three essential questions: why do third parties, including governments, groups, and individuals, decide to mediate in specific conflicts? What determines a mediator's choice of tactics? What factors influence a mediator's decision to abandon the role of intermediary prior to a successful outcome? The author illustrates how mediators formulate their tactics in response to their interests, resources and constituency, and examines the range of tactics employed.
