- Argues that the Vichy regime sacrificed foreign Jews in order to rescue French Jews; in contrast to Nazi antisemitism, which was eliminatory, Vichy antisemitism was discriminatory and xenophobic. The fact that 85% of the Jews deported from France were foreigners was a result of Pierre Laval's aims in his dealings with the Germans between 1940-42. He, as well as François Darlan, wished to get rid of the foreign Jews. From 1940, the latter were interned in camps in southern France and subjected to a policy of "re-emigration", with an idea to resettle them on the American continent. In summer 1942, Laval seized the opportunity to have the foreign Jews sent to Eastern Europe, as envisioned by the Nazis. Laval at first refused to take charge of the arrest of Jews in northern France and the transfer of Jews to the Nazis in southern France. He agreed to participate in the Vél d'Hiv roundup after a compromise: Vichy would carry out arrests in all of France, and the Nazis would only deport foreign Jews. States that protests against the deportations in France were used by Laval as a pretext to ease German pressure on Vichy concerning the "Jewish question", and that he did not wish to persecute even foreign Jews, but his political realism, and even cynicism, made Vichy a partner in the "Final Solution". Concludes that the agreement between Laval and the Chief of Police René Bousquet not to deport French Jews was generally respected until summer 1943. If Vichy was a party to the "Final Solution", it was also responsible for the large amount of Jews rescued in France.
