- Abstract: The rationale behind food regulation, the methodsused in regulation, the principal agencies involved, and the nature of the benefits and costs that result fromregulatory action, are presented for students interested inthe study of food quality regulation. Issues and factsneeded to understand the US regulatory system arehighlighted. A theory of food regulation is presented,together with an outline of the structure and methods of the US federal regulatory agencies. This theory, which employsthe basic precepts of microeconomics, is laid out innon-mathematical prose. Regulatory mechanisms of the FDA,FTC, and USDA are described. Conflicts between federal,state, and local food regulations are discussed. (wz).
