- "The reform of education has been an ongoing process, but never has reform itself received such intense scrutiny as it is getting today. Editors Pignatelii and Pflaum tell us that we may not call the process "reform" if it is not all-inclusive in bringing education to those who differ from the mainstream. Until educators can truthfully say they have addressed the needs of the poor child, the poor family, the poor community, they are not reformers. Real reform must reach those whose native tongue is not English, those whose culture is not "American.""
