Summary
"Finland, an autonomous Grand Duchy within the Empire since 1808, was a prosperous country with its own political institutions, its own (Lutheran) church, army and gold-based currency, and a liberal middle class who felt a greater affinity with Western countries, especially Sweden, than with Russia and its authoritarian tradition. Now Bobrikov, already with a reputation as a fanatical 'great Russian', was determined that Finland should acknowledge its subordinate status within the Empire and that its 'impudent' independent spirit should be crushed. The delaying powers of the Finnish Senate were to be by-passed, and a rigorous cultural policy would be pursued, with increasing emphasis on the Russian language and censorship of newspapers and school books. As Bobrikov met noncooperation, his anger and determination increased." "Thus almost a century of political equilibrium in Finland ended, and relations between the Empire and the Grand Duchy entered a phase of conflict. Bobrikov appeared to be striving for the total assimilation of Finland, but the political aim was much simpler: to secure the Empire's military interests. Although Nicholas II gave wholehearted support to Bobrikov's policies, they caused differences of opinion in St Petersburg. Here the key figures were Witte, the Minister of Finance; Kuropatkin, the Minister of War; and Plehve, the Minister-Secretary of State for Finland.
