A letter to the Right Hon. the Earl of Auckland, G.C.B., First Lord of the Admiralty, &c. &c. &., containing suggestions for the formation of a large self-supporting body of seamen ready for any emergency; for the avoidance of the present delay and injury to the service arising during the fitting out, and paying off of our men of war; for establishing a never failing source for the supply of sufficient seamen; and for the constant maintenance of the whole of the Navy afloat in such a state that on a declaration of war or at any moment, it may be expanded to twice its extent.
